Why This Book?
The events of recent years have begun to illustrate the situation of large numbers of American citizens who can be classified as disadvantaged. Such persons can be considered socially disadvantaged because the society has tolerated attitudes, social practices, and legal barriers which have restricted their access to equal opportunity competition and to possible full self-realization commensurate with their abilities. Within this group of people is a cross section of the ethnic fabric of the American people. However, a disproportionately large number of the disadvantaged Americans are members of the oppressed nonwhite and bilingual minority groups.
